Position Summary
Works under the direction of the Finance Controller performing advanced professional accounting and auditing duties.
Minimum Qualifications
1. Five (5) years of experience in the use of accounting principles, techniques and theories (preferably in a public agency); and
2. Bachelor’s degree from an accredited college or university in accounting, finance, public or business administration; OR
3. An equivalent combination of related training and/or experience.
4. CPA preferred, may substitute for two (2) years of experience.
5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1.Prepares GAAP-based financial statements, management reports and statements.
2. Performs, oversees and reviews general and specialized accounting functions such as grants, debt, capital assets, accounts payable, fixed assets, etc.
3. May supervise personnel of lower classification engaged in professional and nonprofessional accounting reports.
4. Performs financial analyses and research; prepares status reports and projections; interprets data for others, identifies causes of variances and possible corrective actions needed, etc.
5. Compiles and prepares budgets, analyzes for trends, projections and variances, monitors for budgetary compliance and recommends corrective actions.
6. Provides job-related assistance and advice to various auditors and other County departments and personnel.
7. Recommends improvements in the accounting system, processes and internal controls.
8. Performs other related duties as required or directed.
KSA’s
1. Knowledge of generally accepted accounting principles and the ability to research and apply them.
2. Knowledge of the rules, regulations and contract requirements governing the agency’s financial record keeping operations and skills in applying them.
3. Ability to analyze financial information, provide an assessment or interpretation of the information and recommend actions based on the analysis.
4. Ability to supervise and coordinate support personnel.
5. Ability to use Microsoft Excel, Access and Word and ability to learn the County’s computerized financial systems.
6. Ability to communicate effectively in verbal and written form.
7. Ability to succeed with a collaborative workforce in a team environment.
8. Ability to organize and monitor multiple projects giving periodic assessments as needed or requested.
