The Program Director reports directly to the Executive Director. The Program Director directly supervises the Program Service Coordinator, Community Support Coordinator/s & employees within all Residential homes. This position provides management & oversight for every aspect of the Program Department. The Program Director is responsible for the overall leadership & operations to the residential department, to include but not limited to Quality Assurance, Payroll, Staffing, Training, which includes community homes in which individuals supported by WTFS live and the staff related to those programs. The Program Director is responsible for maintaining program compliance with all funding sources and agency requirements. The Program Director is responsible for adhering to all regulatory requirements, such as but not limited to WTFS Policy and Procedures, DIDD Provider Manual, Licensure, etc. The Program Director has a responsibility to maintain cooperative relations with external parties, maintain quality service delivery and an exceptional work force. The Program Director is held to a high standard of conduct and professionalism and must represent the agency with the highest level of integrity and positive image. The Program Director serves as part of the WTFS Senior Management Team.
Essential Job Functions:
• Required to be on-call 24/7 and respond accordingly
• Required to work after hours, including nights, weekends and holidays as needed
• Required to work a shift in a home as needed
• Required to be the designated trainer on the individuals ISP, Therapy and Behavior Plans as assigned and/or as needed
• Primarily responsible for the supervision of the PSC, CSC, as well as the overall management of the Family Teachers and each of their job responsibilities
• Meet with subordinates regularly to provide clear communication on expectations as well as corrective feedback, when necessary
• Establish positive relationships with all external constituents including by not limited to ISC’s, DIDD, conservators
• Responsible for overall process of residential transitions
• Ensure proper billing of reimbursable services through DIDD, as approved on Cost Plan, on an ongoing basis. Review Billing Calendars for completion and accuracy before submitted for processing.
• Accompany each CSC on at least one home visit per month and provide feedback, support
• Supervise and monitor Quality Assurance for each home; ensure follow up & corrective action has been completed timely
• Ensures all internal and external audit findings or remediation’s are completed accurately and timely to avoid repeat findings or further implications for the agency
• Oversight of follow up to incidents, med variances, investigations, RSM’s as needed
• Responsible for attending ISP and COS meetings as needed
• Oversight to ensure individuals ISP’s are implemented appropriately & individuals are provided ample opportunities to have meaningful relationships in the community as well as exercise their rights and independence is promoted as much as possible
• Assist in planning for continued quality improvement of service delivery
• Oversight and management of payroll – ensuring homes are staffed according to Level of Needs while minimizing overtime; ensuring follow up and corrective action is taken when necessary
• Work with HR and/or Executive Director to ensure consistent application and documentation of disciplinary procedures per policies occurs to avoid costly legal matters for the agency and to ensure the Teaching Family Model applications are being applied
• Communicate effectively and frequently with other Departmental Directors to ensure the overall success of the agency in meeting its goals and mission
• Oversee the placement of new hires into homes with open positions
• Assist in interviewing prospective new employees, as needed
• Conduct annual performance reviews for subordinates
• Evaluate programs & services, identify problems and analyze alternatives
• Responds to calls, emails, texts, all forms of communication in a timely manner
• Coordinate with other agencies as needed
• Attend all necessary meetings and/or trainings internally & externally, as deemed necessary for job performance
• Other duties as assigned
• Graduation from an accredited college or university with a Bachelor’s in Social Work, Behavior Analysis, Psychology, Special Education, or related field
• Minimum of 3 years management experience supervising residential programs for people with intellectual disabilities at an agency of medium size, or significant management experience as a case manager, support coordinator, nursing, behavioral or therapy provider
• Understanding and familiarity with Performance Management systems, benchmarking, Health Information Management systems, and trend analysis
• Independently perform detailed management assignments of a difficult nature with a high degree of accuracy
• Exercise sound judgement in safeguarding confidential and sensitive information regarding agency business
• Excellent interpersonal skills with ability to observe, question, listen and give feedback in a consultative approach.
• Excellent problem solving and decision making skills, both within a group and as an individual.
• Ability to deal effectively with conflict while maintaining objectivity, diplomacy and tact.

• Operation of a motor vehicle is required which includes proof of a valid driver’s license, an ability to maintain automobile liability insurance as required by state law in Tennessee and an ability to qualify as a driver under WTFS insurance guidelines.
• Ability to sit, bend, stoop, reach, stand for long periods of time, and lift up to 50lbs as well work on a computer, staring at the computer screen for extended periods
