POSITION OVERVIEW
The United Way Free Tax Preparation Program is one of the largest Volunteer Income Tax Assistance Programs in the nation. As a key program in the Financial Stability Initiative at United Way of the Mid-South, the Free Tax Preparation Program serves over 10,000 people in the community. With economic instability exacerbated for many in the region, connections to income supports like the Earned Income Tax Credit and Child Tax Credit provide stabilizing cash assistance for families who are struggling financially.
The Program Manager mobilizes the funding, staff, and partners to provide this service annually to thousands of tax filers.  The Program Manager is responsible for designing and scaling the Free Tax Preparation Program, developing strategies that will increase the economic stability of residents in our underserved communities, and advocating for improved local and national tax policies.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Leads strategy and design of United Way’s free tax preparation efforts as part of our larger Community Impact agenda; leveraging strategies and working to break down barriers for community members in accessing services.
  • Designs, plans, manages, evaluates, and improves all elements of United Way’s Free Tax Preparation Program and Access to Benefits Programs; mobilizes community partners and oversees volunteers; and serves as a liaison between United Way and community partners, funders, and customers.  Develops reports and metrics to determine program success.
  • Executes marketing and outreach efforts, ensures compliance with all IRS VITA Program policies; hires and trains seasonal staff members; supervises operational and volunteer activities at multiple tax sites during tax season.
  • Develops and implements a multi-year plan to increase the impact and sustainability of programs and makes recommendations about future programs and investments; produces internal and external Program reports.
  • Coordinates planning efforts with other Financial Stability programs, to effectively offer free tax preparation services to target populations and leverage existing partnerships and structures.
  • Develops initiatives, maintains partnerships, facilitates meetings, and implements volunteer programs in Financial Stability priority areas.
  • Researches funding opportunities in support of Financial Stability Program efforts and writes competitive grants to secure funding.

QUALIFICATIONS

  • Bachelor’s degree or equivalent, specializing in Social Science or a related field.
  • Must have three years’ experience in community engagement/organizing program and volunteer management.
  • Knowledge of tax preparation law and/or software.
  • Desirable willingness and ability to become proficient in using TaxSlayer software and obtain IRS tax certification at the “Advanced” level.
  • Speaking and understanding other languages such as Spanish and Vietnamese, is a plus.
  • Supervisory experience required.

SUPERVISORY RESPONSIBILITY 
Direct supervisory responsibility includes the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or effectively recommend such actions. Direct reports include permanent and seasonal staff.

PHYSICAL REQUIREMENTS
This job requires the individual to be able to lift 25 pounds and be able to maneuver a mobile cart for supplies and materials. While performing the duties of this job, the employee is regularly required to stand for long periods of time. The position may also require significant walking and capacity to climb stairs, and the ability to talk to and hear customers during events.  Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. The job requires computer work and attention to detail.  There may be additional physical requirements associated with off-site events.
