Shelby County Government: Outreach Specialist (Dir. of Comm. Services)

Position Summary
This position is funded by a grant for a duration of time as defined by the grant.

This position works in collaboration with the various non-profit organizations and/or county/city public agencies, develops and implements community programs dedicated to improving vaccination rates across Shelby County, TN.

Pay Grade:45

Minimum Qualifications
100% –
1. Must be at least eighteen (18) years of age at time of application.

2. One (1) year of experience working with community outreach programs, working in health promotion/education or related field; and a high school diploma or possess a GED.


Duties and Responsibilities
1. Works in collaboration with community partner(s) and other Community Outreach Advocates to design community-based COVID-19 vaccination programs that ensure the programs are meeting the objectives, outcomes, and deliverables in the service area and any state and/or federal mandates.

2. Implements community-based COVID-19 vaccination programming in collaboration with community partner(s).

3. Completes all required Community Outreach Advocate Trainings including, but not limited to, Community Health Advocate Certification, Patient Centered-Care, and Motivational Interviewing.

4. Supports day-to-day operational tasks at the organization and/or agency site and incorporates evidence-based health literacy programming into day-to-day site programming and services.

5. Interacts with community at large and specific agencies to coordinate community-based project activities.

6. Assists in the recruitment of Community Ambassadors.

7. Supports Community Ambassadors through bi-weekly check-ins and continued education on vaccine literacy.

8. Supports the data collection and reporting process.

9. Performs other related duties as required or directed.

Knowledge, Skills and Abilities
KSAs –
1. Ability to engage communities on the importance of vaccination in protecting themselves and their loved ones.

2. Experience working/volunteering in community settings

3. Experience working with under-resourced communities

4. Ability to contribute to basic data collection and reporting requirement (i.e. complete basic documentation)

5. Ability to contribute to the creation and implementation of programming and educational materials

6. Skilled in planning, organizing, and facilitating activities and events.

7. Ability to develop timetables, manpower projections and ability to monitor and revise as needed to meet deadlines.

8. Ability to work collaboratively with other agencies and community service professionals

9. Ability to work under pressure and meet deadlines.

10. Ability to be flexible to address unanticipated activities in a professional manner.

11. Ability to maintain effective working relationships with internal and external partners.

Special Requirements
1. Must possess a valid Tennessee driver’s license or secure one by date of employment.

2. Must have access to an operable automobile and meet County requirements for automobile insurance upon date of employment.
