Business Services Analyst II – Housing

Position Summary
Serves as the first point of contact for end-users and departmental liaisons regarding the use of designated information systems to coordinate processes and ensure the information systems support departmental business operational needs.

Salary Commensurate with Experience and Education

Minimum Qualifications
1. Three (3) years’ experience in business, administrative, or planning fields of which one (1) year was spent in business data, administrative, or systems analysis; AND

2. Bachelor’s degree from an accredited college or university in business administration, economics, public administration, business information systems, information technology, environmental science, planning, management information systems, or related field; OR

3. Master’s degree in any above related field may substitute for two (2) years of experience; OR

4. An equivalent combination of related education and/or experience.

5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities
1. Conducts analysis, reporting, and makes recommendations for business systems, procedures, processes, or functions.

2. Researches and benchmarks organization’s systems maintaining, collecting, and analyzing statistical information in the form of a dashboard and various reports.

3. Utilizes a variety of data analysis and organizational tools to uncover insights, monitor key performance indicators, and report metrics monthly to stakeholders.

4. Documents workflow and results of business analysis and obtains sign-off from users on specifications. Performs analysis of department production and redesigns workflow if appropriate.

5. Works closely with users, customers, departments, and various stakeholders to resolve issues and define opportunities for business process improvements.

6. Communicates changes, enhancements, and modifications of business requirements — verbally and through written documentation — to project managers, users, and other stakeholders so that issues and solutions are understood and deployed effectively.

7. Recognizes and identifies potential areas of technology and software solutions where existing services, policies, or procedures require change, or where new ones need to be developed, and make recommendations in these areas.

8. Provides internal and external customer support through written and verbal communications to users, institutional partners, and internal departments.

9. Provides training and assistance to users on various software solutions; develops, edits and maintains training materials, technical operating procedures and standards manuals; and produces documentation and worksheets.

10. Researches and interprets federal regulations applicable to program delivery and grants requirements and develops policies, procedures, and protocols to adequately reflect and comply accordingly.

11. Performs other related duties as required or directed.

KSA’s
1. Knowledge of various computer applications such as MS Office Suite and other cloud-based platforms.

2. Knowledge of different types of databases, their applications, database programs (R Studio, MS Excel, or similar).

3. Proficiency in related technical and mapping applications such as ArcGIS or R Studio desirable.

4. Excellent communication skills in English (verbal and written), with the ability to provide clear and effective advice on a range of people issues.

5. Strong organizational and analytical thinking skills.

6. Ability to work well with people from different disciplines with varying degrees of technical experience and ‘think’ technically.

7. Ability to express complex technical concepts effectively, both verbally and in writing.

8. Able to work independently and on own initiative, making informed and sensible judgements as well as working as part of a wider team.

Special Requirements
1. Must possess a valid Tennessee driver’s license or secure one by date of employment.

2. Must have access to an operable automobile and met County requirements for automobile insurance upon date of employment.
